Perpetual Unearthly Forces Fund
The Perpetual Unearthly Forces Fund was created by President Theodore Roosevelt with the passage of the Perpetual Unearthly Forces Fund Act of 1901. The Act places a bounty (colloquially called a PUFF Bounty) on the verified elimination of hazardous unnatural and supernatural creatures.
Independent operators can only receive one PUFF payment – regardless of how many individual bounties it includes. To receive further payments applicants must either file for a PUFF Charter or be affiliated with an organization that possesses a Charter. Charters exist to ensure the safety of amateur Hunters and to register active Hunting organizations that might be called up in times of need. A PUFF Charter requires only a minor fee, but streamlines bounty confirmation and payouts.
Charters may be revoked for unacceptable levels of collateral damage or the attempted collection of bounties on non-PUFF applicable creatures.
Some individual creatures or groups of creatures have proven themselves as a non-threat to the satisfaction of the US government and the Perpetual Unearthly Forces Fund Committee. These creatures are to be considered people under the law for all intents and purposes. Killing a PUFF exempt creature is considered murder (except, of course, in self-defense) and no bounty is ever paid on a PUFF exempt individual.
PUFF Exemptions are made clear via an identifying dog-tag with the MCB seal on it. These identifying dog-tags must be worn at all times and be presented to any and everyone who asks to confirm an individual’s PUFF exempt status.
